CGI in Le Mans France is still looking for Smalltalkers. If I had to guess you could just contact them since they seem to have a big interest in Smalltalk even if this announcement has expired. From the US perspective you probably need to have a university degree. And, of course, you need to be able to live and work in France, and, therefore work in French as well.
